Ok, so the OBS package would have to be linked and a new specfile generated that sets LIB_JPEG_VERSION=62. Which means maintaining two specfiles.
As has been said elsewhere in this thread earlier: the libjpeg-turbo(-1.2.1) source can generate headers & libraries for ABI v6, v7 and v8, by running configure+install multiple times from the same tarball.
