It's a core, rarely (if ever) compromised requirement of any enterprise-stable Linux operating system that something built for a major version of that operating system keeps on working on subsequent service packs of that release. That is where the need to keep python3.6 as the primary interpreter comes from. That level of stability is what everyone wanted when they demanded more stability and opted for an increased closeness to SLE. That's what they get. My opinion on Regular Releases is well documented [1], they are not for me, but those who disagree with me shouldn't bemoan the consequences of getting what they wish for.
