"Configure Desktop" is KDE's configuration application. But Plasma5 doesn't respect KDE4's settings.
To configure Plasma5/Kwin5 use Plasma5's "Systemsettings" instead, it should be labelled "Systemsettings" in the application menu, it should be listed in the Favorites, and you can run it via "systemsettings5" in a terminal window or KRunner.
Thanks for the info. Really something that should be advertised as most upgraders will undoubtedly be looking for this, and it really is not obvious :^). Most apps (tried) appear to be working acceptably. Discovering the different systemsettings apps made usability issues (for me) miniminal. Only leaving such things as vlc/qps/gapcmon/... not showing on system tray and yakuake not able to use current konsole (the worst discovered hit for me). See another update including kernel.
