The /sbin/netconfig will refuse to update resolv.conf if it is changed. It will store new resolv.conf in resolv.conf.netconfig, ready to be used, but invisible to the rest of network subsystem.
That is done to protect user changes to be overwritten and lost, but that doesn't work well when user, or some application, that is not aware of netconfig role in openSUSE, changes resolve.conf and effectively disables netconfig from that moment on.
The current problem is discussed in: https://bugzilla.novell.com/show_bug.cgi?id=544195 that is closed as fixed.
After reading your mail i had a look at /etc/resolv.*, and you're right, there is a /etc/resolv.conf.netconfig, which has all the stuff it needs to work. But i did not edit the old resolv.conf at any time since M7 was installed.
