Maybe NetworkManager just dies during suspend? Did you check if it is still alive after resume? Meanwhile I could narrow down it a little bit. It seems that the Knetworkmanager applet fails to resume properly. If I kill it and restart it manually it is usable again and doesn't show "Netzwerkverwaltung deaktiviert" any more. But no idea why it fails. A "rcnetwork restart" didn't change the status of the applet.
