Nope, there is no preffered time configuration.
Correction, yes, there is such equivalent, timer unit setting OnBootSec, you could also use it with combined with other On*Sec directives to achieve what you want.
This is per unit though, not a global ugly hack^W^W setting :-)

But you see, specially on servers, it is interesting that logs are rotated exactly at midnight. On other installations, they prefer the rotate to happen at a precise hour after that the internal periodical tasks are completed, like say, 5:43 AM.
So, many people will need to be able to adjust somehow when the logs are rotated.
