No such place exists. You'll need to work with the OBS system administrators to set up the bootstrap pre-populated environment.
You can upload binary code as Source and (re-)package it into "proper" rpms using a "special" package. Once upon a time osc api -X PUT -T <file> <URL> worked, but no longer :/ So indeed, contact admins, but I guess for reproducing the method via a "binary" rpm source is prefered.
