1. UEFI is a hard requirement for TPM, so legacy BIOS is out anyways if you want to secure your system 2. Cloud is still prefering legacy BIOS, so security features are out in the cloud But since the main security features are requested by the public cloud providers, my guess is, they will also move from legacy BIOS to UEFI in the public cloud. Else their requirements don't make any sense.
