Yes. Because modem-manager is the piece of software that detects your modems (this is why it is loading the modules). For most users it would be hard to know they should install the ModemManager package, and it might be impossible if they cannot use their modem without it :-) And so NetworkManager and ModemManager are in the default selection. If you don't use them, you can just uninstall them.
