No, this file is not missing, it just doesn't exist.

I also notice that coreutils is also missing stuff in /usr/share/locale/en_GB, so apps like acroread and some firefox plugins continuously repeat a message "expr: syntax error" and fail to open. The problem with acroread was pointed out to me by a friend in the USA and I got exactly the same here in the UK when I tried it - the expressions in /usr/X11R6/bin/acroread look sane looking at "man expr".
