If you want the journal to be stored, create the /var/log/journal/ directory and from the next boot, it will be persistant. See 'man 8 systemd-journald' and 'man 5 journald.conf'.
Yes, I know, it's rather about whether rsyslog is default in current TW standard installs, and whether the README needs an update... Likely the README is even correct: systemd-logger only contains the README and creates the directory. I assume if you uninstall it (and install rsyslog) the directory does not get removed because it's not empty, so you have both logs indeed.
