Yes, there is however one more possible condition in upcoming kernel versions http://git.kernel.org/cgit/linux/kernel/git/torvalds/linux.git/commit/?id=68... udev will not rename interfaces that the kernel marks as NET_NAME_PREDICTABLE or interfaces that were already named by userspace OR the ones already renamed.
