I assume he's just saying that since 2.0.11-stable is out, some human has to pull 2.0.11-stable and update OBS with it, then push it to factory from there. If its an important library for you, volunteering to be the person that watches for updates and does the OBS / factory updates would ensure its as up to date as you keep it. I don't know about in the past, but currently openSUSE is very easy to contribute to as in the above. Just put your hip waders and walk on in.
