Yes, since 13.2 at least. Switching libGL is more difficult though, as there is no update-alternatives in effect for it. The nvidia rpms work around that by installing the nvidia libraries to a different location and add a file to /etc/ld.so.conf.d/ to prefer that one. The .run install just overwrites Mesa's files though AFAIK. The glvnd as Stefan Brüns has mentioned may be an option, I don't know much about it. But I'm not sure what your actual goal is. Switching between nvidia and nouveau should be as easy as installing/uninstalling the nvidia driver. There's not even a need to modify the Xorg config actually (nvidia will be preferred if it is installed). If you want to switch on "runtime" without uninstalling the nvidia driver, it gets more difficult of course.
