Well for almost half the year Brisbane has a different time to Sydney, Melbourne and Canberra because Brisbane doesn't follow daylight savings. And some years Melbourne and Sydney don't swap to daylight savings at the same time, As for Canberra i think they just follow whatever NSW decides. As for me i live near enough to Adelaide which gets its own mention as it has its own timezone, maybe you should convince the Canberra government to do the same :-P
As the IETF appears to be a loose cluster of individuals with no real standing apart from being assumed to be some sort of a de-facto authority for setting "standards" then they can be told that Canberra is the capital of Australia and should be treated as the sole reference point for setting the Time Zone for the East Coast of Australia. Period.
And as I live in Canberra then this only makes my case even stronger.
