The build_log shows you are building 5.26.1
Any reason not to skip to a newer stable release, where this has been solved?
If not, the solution seems to be to integrate Time::Local from CPAN which shows that this issue has been fixed in June 2018!
But is this new version in SLE? ;-) (ironic)
It is already a known problem: https://bugzilla.opensuse.org/show_bug.cgi?id=1160039 And the fix will come at some point! Guillaume
