Please file a bug report at http://bugs.kde.org/ if you think that should be changed. i think i will do that, maybe the "Desktop Settings" should have 4 buttons/tabs, Layout, Wallpaper, Mouse Actions, Tweaks. That should make it clearer

I guess i find it strange that "Folder View" is a layout choice as i'd prefer to have a folder view on a desktop.
The layout choice is to have a standard "Desktop" or a "Folder View". And again that's exactly the same as in KDE4, except that KDE4 had some additional layouts as well ("Grid", "Newspaper", "Search and Launch"). No idea whether those will be added too again over time, there should not be a technical reason not to I think. I remember those, try them once and go back to "desktop" :o)
In KDE4 the heading is "View" though, not "Wallpaper".
