It looked for gh-1.3.1.tar.gz because that's precisely what was written in the specfile.
But obs_scm providing gh-1.3.1.obscpio and buildtime tar / recompress creating gh-1.3.1.tar.gz.
AFAIK from an OBS POV it is even the preferred way of doing it, because the obscpio archives are (or can be) stored in an "incremental", more storage efficient fashion.
Of course you can say that we do not want that in openSUSE:Factory, but then the bot should actually complain about the _service entry not being allowed.
