In case the technology stack of the replacement service hasn't already been selected, I think Drupal <https://drupal.org/> could be a good choice. It is a solid open source CMS and framework that offers, out of the box, a special focus on security, accessibility, i18n and a REST API. I'm sorry if this is not the correct channel to suggest this though 🙂
