Follow up: Installation finished using ftp, yes it is broken and has a bug number, I was able to continue by pressing the retry button on several packages. Eventually it finished. Some other issues I will open a bug for: network setup reports "could not convert 'ifcfg-eth-XXXXXXXXXXX': file already exists". I had to manually remove the file in order for the network to be configured.
