That sometimes happen when libzypp is doing something in the background. Do a top in a console to check what is the program running (i.e., check for update-status in the top's output).
"update status" is not running, the only package management related processes seem to be one or two "parse-metadata" processes and a "zypp-checkpatch" process. Each takes at least 10% CPU.
