This can not work because even today a new SR is not built against the target project. Instead the result of the origin project is used as reference whether the new package at least builds. Perhaps it should be verified how many resources it would take in practice f at least the SR is built just against the target. And maybe the result of that build-it-once-more could be used right away when the SR is accepted?
