Then after reading your answer to Mr. Bleser, one would have to conclude that your are speaking out of both side of your mouth. You admitted or implied that you understood the opposite in your answer to his post.
How will you determine that only *stable* packages are included? The stability label requires extensive texting across a wide range of hardware.
Well let's not go to that extreme either. Stability primarily has to do with having the packages frozen before an openSUSE distro is released, have people test it and report bugs, fix the bugs. Yeah, pretty much what is happening with Factory when it goes through the alpha, beta and RC stages.
