We could define the functionality "text editor" as a requirement, fulfilled by any of the mentioned packages. So you can't have a minimal system without an editor but you're still free to choose your own.
Think about the consequences - for years we have assured all and sundry that the one thing in life that you can depend on is that any unix install will include vi. To suddenly yank that rug of security out from under an unsuspecting world would be outrageous.
*g* Well, the default should stay with 'vi' , I agree. The question is, do we want to enforce this default or allow alternatives ?
