There is no udev-extras. It was a temporary solution and no such package exists anymore. The hotplug event distribution is handled by the standard udev daemon and libudev. Individual subsystem-services like udisks, upower (formerly Devicekit-*), NetworkManager, PulseAudio, ..., connect over libudev to kernel device events and handle the domain-specific problems.
