It's normal, but a bit annoying if you needed a fix from the newer version. (i.e., the 3.8.x kernel, for example.)
Hence, I'm assuming that eventually, the reasons why stuff was in Tumbleweed will be true for 12.3 as the base again as well, and TW will fill once more ;-)
I think the 'easiest' way to avoid such annoyances would be a 'strict' inclusion policy for Tumbleweed: only what made it's way already into Factory (in that specific version) can enter Tumbleweed.
Which would match the 'goal: be a release, 'approach the next one' and then be there again... and never be ahead.
Of course that would also mean that the pace in TW would become slightly slower towards the release dates... but this compared to the frustration of rolling back and forth, should be worth it IMHO.
