It was more "no Qt3 based apps running by default on KDE4 desktop" and we admittedly failed to achieve that goal (knetworkmanager). Yeah I noticed that. Shame. For 11.2 though right?
This follows from the goal of not having Qt3 on the Live-CD at all.
of our goals for next release: http://en.opensuse.org/KDE/Ideas/11.2 KNetworkManager and YaST2 Control Center need moving across. What else?
