Because the distro, after all, must have all the tools Leap has. They have to be developed and tested somewhere.
They should either show a warning or use "zypper dup"!
Or document it well.
Remark: Many users which are using SUSE Linux much more than 10 years are happy to use Tumbleweed to use the latest SW. But they are not Linux base system professionals (only Linux professionals) and not familiar with the CLI!
IMHO, Tumbleweed is not for novices. It is aimed at users that can solve many problems on their own, with some admin knowledge.
