Creating a complete icon theme for KDE from scratch is a huuuuge task, and not really realistic, or even desirable.
I agree. Modifying an existing one would be much easier.
But creating a modified icon theme with selected important icons, on top of the upstream default icon theme, is quite feasible.
However KF5/Plasma Next is getting pretty close. And it will get a new icon theme, so that should probably be the target, instead of wasting a lot of time on a modified oxygen icon theme, and then throw it all away one year from now.
