Actually the problem in this case is that openSUSE's Plasma5 packages install the translations to /usr/share/locale/kf5/, where they are apparently not found. Copy them (/usr/share/locale/kf5/xx/LC_MESSAGES/plasma_applet_org.kde.plasma.kicker.m o in this case) to /usr/share/locale/xx/LC_MESSAGES/ and the entries are correctly translated...
I submitted a fixed package, so the desktop should be fully translated after the next update. What's still missing, is the patch for *.desktop files, i.e. translations for service menus, device actions, and the actual application entries in the application launcher.
