The original libressl-devel issue had nothing to do with kde3, it had to do with some optional/recommends in the Tumbleweed install of minimal-X that happened before I could get to /etc/zypp.conf and disable the recommends option.
What you should have done instead was finding out why it was installed and fixing it (at least, reporting it).
