A safer option would have been to move all of /usr/bin into /bin and put the symlinks in /usr, then you'd have your path compatibility of everything in /usr, AND you'd have the safety of being able to use everything in /bin when /usr isn't mounted.
Then *you* should have participated in the discussion before the change was made.
