Why isn't this the case? This has been promised since 2009, why didn't it happen?
Nobody ever promised this.
Wrong! In September 2009, SuSe promised to treat cdrtools no worse than cdrkit and to give the users of SuSE the ability to decide what to use.

Why do you quote such nonsense? In May 2004, the cdrtools packager for Debian resigned because of lack of time (he finished his university diploma). A new packager was named and it soon turned out that this packager was lazy and hostile. He asked me to integrate a self make patch to mkisofs that claimed to add support UTF-8 but was only halfway done, full of bugs and even caused many compiler warnings. I send him a list of the compiler warnings and told him that I cannot integrate bad code into the official mkisofs. His reaction was to mail repeated insults to me. Later, he tried to create the fairy tale that there was a license problem in cdrtools in hope to make people forget about his attacks. In future, please inform yourself correctly before repeating false claims from hostile people. BTW: the official mkisofs includes full working support for UTF-8 since Summer 2006, the so called debian "fork" still does not include working UTF-8 support.
