dropping the libevtlog package

Hi, What is the process of dropping a package from Factory? The libevtlog package (https://build.opensuse.org/package/show/Base:System/libevtlog) is no more needed. It was once a library created for RFC5424 logging. It was designed to be general purpose, but in the end only syslog-ng used it. After many years of separate development, libevtlog was merged into syslog-ng a couple of years ago. It is maintained now as part of syslog-ng, and still can be installed independent of syslog-ng. libevtlog should not be made available in Leap 16.0 (no request arrived), and should be dropped from Factory (and probably also from Base:System).
