It is still included in the distribution, as well as cdrecord/cdrtools. But even if not, k3b would still complain about a missing cdrdao on startup if that is not installed. A simple data CD burn (with cdrecord installed) seems to work despite that though (and apparently doesn't use cdrdao either if it is installed).
