I would guess most users aren't subscribed to this mailing list and as such won't do this because they don't know about it.

Until now nobody has an idea how to "fix" this with an update: it's no longer possible to distinguished between "not enabled because of the bug" and "not enabled because admin did disable it".
Use /usr/bin/last as a trigger that the admin wanted it: Make it a script which checks if the service thing/upgrade procedure is enabled/was done, and if not, warn about it, and steps to reenable (or maybe autoreenable at that point if root).
