Sounds like a bug because if you booted the inst-sys with start_shell=1, you had to type `yast` to start the installer too (or exit the shell).
Steffen should know more about it.
It's still sufficient to just run 'yast'. Unfortunately yast/2 has been moved to /usr/sbin which comes prior to /sbin in $PATH. So the wrong one is picked. I'll remove /usr/sbin/yast* from the installation system and things should be fine again.
