Obviously the file is missing - that's on purpose. Its delta and patch rpm are there.
Is it a lot of programming hassle to attempt to install a .patch.rpm when the .rpm can't be found, and to only give a fatal error if neither can be found? (Well there's still the delta handling to consider.) Dito for download.
The installer likely thinks it is not possible to use a patch or delta RPM. Its likely because other things have changed ... Please check the YAST logs.
