No, that is not what I am saying. Konsole itself is only available as KF5 based application. The KDE4 based konsole is no longer being provided, so I am not sure what you mean that the session manager decided to switch from KF5 to KDE4. The only thing that I indicated is that certain programs that are still KDE4 based are requiring certains "parts" from konsole. These specific "parts" are being provided by the new package konsole4-part which is build from the konsole 4.14.3 tarball). As you indicated we also have a konsole-part package that is covering those programs that are already Frameworks based.
