Did you save journal state that exhibited this broken behavior?
No I didn't. But this is quite likely another bug: the "backup" journal files left when systemd decides the old journal is corrupted and it creates a new one are searched together with "normal" journals. How this is a good idea when the journal is corrupted I can't say, but so far this is even documented. However, I should never had so many log files in the first place since they should have been winged (the ext4 fs they're on would permit for about 300MByte of logs before log truncation should start, again according to the manpage). Apparently the "backup" logs however never figure into that number and additionally there is no external cleanup script to remove them.
