That's quite advanced. Not even contemporary yast asks for locale. In an *actually* easy flow, you just derive all four from the location (i.e. the timezone dialog with its pretty map).
And maybe a minimal install versus complete installation choice.
The last time I ever tried the "complete" was in SUSE 7.x or something, and it installed 6 CDs worth of packages of which I did not use 80% in the end. (So, no, nobody wants that.)
