I have just tried it now with a xen guest - downloaded kernel and initrd, then booted it. No problems.
...then aborted after claiming "... a matching boot image is needed. Download it now and restart?" to which I said yes, then it downloaded installation system from download.opensuse.org/distribution/leap/15.0/repo/oss, then claimed installation system no match and cannot continue. I (non-reboot) restarted after confirming correct URL, it loaded installation system (6/6, again), and provided same messages again. I gave up.
Might it have been a mirror problem?
No idea. I tried next TW20180214. It too took 10 minutes to load the initrd, then proceeded for a while until all vtty screens turned black with cursor in upper left, and no keyboard response except NUM on/off. CAD fails to do anything. Old 13.1, 42.3, TW, Debian installations boot normally. E7600 Intel dual core CPU with G31 chipset and GT218 video. -- "Wisdom is supreme; therefore get wisdom.
