1) LibreSSL forked from an older version of OpenSSL and since then keeping bug-for-bug compatbility with OpenSSL was not the highest goal of LibreSSL maintainers. 2) OpenSSL has changed since then rather substantially. “LibreSSL provides much of the OpenSSL 1.1 API.
