Didn't there used to be a setting for clearing out /tmp. I can't seem to find it now.
You can create a file in /etc/tmpfiles.d/ with content q /tmp 1777 root root <time> with a <time> interval that you find suitable, like 10d or 4w. You should probably name that file tmp.conf, although the file that it's supposed to overwrite was removed from Tumbleweed recently.
