I'd ask on opensuse-kernel, though, as nobody is reading opensuse-factory anymore anyway. Since CONFIG_SERIAL_8250_RUNTIME_UARTS only sets the default for 8250.nr_uarts parameter, it should be safe to set it down to 4.
