It is not implemented that way, you simply tell the kernel IO scheduler to run the particular unit in a "best-effort" or "idle" fashion.
Another thing to consider. Currently, if logrotate fails (or any cron job) the administrator gets an email. What about that? If we don't notice that it fails, well... sometimes, people found about this when the partition filled up.
It has happended to me, I DOSed myself once, filled root partition with huge logs. :-)
If syslog messages are not enough, we could extend logrotate that already has the capability to mail logs at will with the "mail*" configuration directives.
Since systemd.timers are managed by PID1 is extremely unlikely that they will gain "annoying email message" capability. ;-)
