No.
Okular displays a warning, at least on 12.3, which says:
This document has XFA forms, which are currently *unsupported*
I can not test okular in 13.1, insufficient local resources.
I've just tried this in Okular 0.17.2 in 13.1 and it partially works. I got the same warning as you but clicked on the 'show forms' button and was able to fill in some of the data. For instance, I can fill in 'date of birth' but not change the subsequent 'day', 'month', 'year' values. -- Graham Davis, Bracknell, Berks. openSUSE 13.1-RC2 (64-bit); KDE 4.11.2; AMD Phenom II X2 550 Processor; Kernel: 3.11.6; Video: nVidia GeForce 210 (using nouveau driver); Sound: ATI SBx00 Azalia (Intel HDA); Wireless: BCM4306
