Hm. I just tried re-installing systemd-init on my 12.1 laptop, and 3 on the cmdline worked more or less as before (modulo some breakage).
I started the thread, which is about using the init (or telinit) *command*, not from choosing a non-default initial "runlevel" via cmdline option.
