It seemed to be being ignored, so I checked dmesg:
systemd-sysctl[258]: Duplicate assignment of
net/ipv6/conf/default/use_tempaddr in file
'/etc/sysctl.d/ipv6tempaddr.conf', ignoring.
This is on 13.1 Milestone2.
