That might be the end goal, but it is currently not possible as you can not do SRs to packages that have scmsync tag set. it is an intentionally missing feature of the build service. And until we can improve the rest of the tooling, Factory release maintainers are not going to switch to a git workflow because it means all their tooling needs to work with that as well. So for now, this is not possible. eventually it will be.
* devel:project/pkg_name should have <scmsync>https://src.opensuse.org/pool/pkg_name#master</scmsync>
For now, noone will have write access to /pool, so the #devel/master idea does not work.
